  Please be advised that contrary to the approval memo attached below,
Environment Canada also submitted comments to the NWB (letter to Dionne
Fillatrault dated August 11/03) on this proposal.  While it is not worth
reissuing the letter, we would appreciate it if it could be noted that EC
