On June 25, 2008, the Nunavut
Impact Review Board (NIRB or Board) received an application from Indian and
Northern Affairs Canada (INAC) for an amendment to Defence Construction Canada’s
(DCC) Clean-up at the former DYE-M, Cape Dyer DEW Line Site Cape Dyer
project.
The original application for the
above project was received by the NIRB on December 29, 2003 from INAC for the
screening of land use and quarry permits at Cape Dyer on Baffin Island (INAC LUP
N2003X00039, and quarry permits #2005XP0045 – 2005QP0055). The project
proposal was screened in accordance with Part 4, Article 12 of the Nunavut Land
Claims Agreement (NLCA). On February 25, 2004 the NIRB issued a 12.4.4(a)
screening decision to INAC allowing the proposed project to proceed subject to
recommended project-specific terms and conditions. Project
components/activities included the following:
The NIRB is of the opinion that
the request for the amendment does not significantly change the general
scope of the original project activities. Therefore the NIRB is proposing
to re-issue the same terms and conditions as those in the attached March 11,
2008 letter, along with any new terms and conditions the NIRB feels are
appropriate. The NIRB is copying interested Parties and municipalities most
affected by this project and we invite interested persons to comment directly to
the NIRB by July 25, 2008.
