Phyllis Beaulieu:

Wardrop Engineering had previously submitted a Water Licence Application
Form in regard to the soil treatment operation in the vicinity of the Hamlet
of Kugaruuk.  In your e-mail message of Nov. 10 to Lorne Stone and Mr.
Rozitis you requested that the application be re-submitted on the updated
form and that the municipal questionnaire be completed.  I have been
assigned the task of completing these forms, but before I finalize them I
have a couple of questions.

1.  I have reviewed the previous file information here but I want to be sure
that I fully understand how this operation fits into your water licensing
process. The run-off impoundment area is designed to hold any precipitation
that falls on the footprint of the soil treatment cell.  This is the only
volume of water associated with this project.  Under your definitions, does
this constitute a "use of water"?

2.  The impounded water will have been in contact with hydrocarbon
contaminated soil in the treatment cell for a brief period and, therefore,
the water may have picked up low concentrations of contaminants.  There is
no continuous discharge of water from the impoundment area and the area is
sized to hold one year's precipitation.  The impounded water would be tested
for applicable parameters before design capacity is reached. If water
quality is acceptable, the water would be released either to the local
drainage system or to the adjacent wastewater lagoon.  If contaminants are
found above the water quality criteria applied by Nunavut, we are proposing
that the water  be sprayed over the soil treatment cell. This recirculation
within the closed system would promote evaporation and volatilization of any
contaminants in the water.  Based on this information, does this soil
treatment facility and run-off impoundment meet the definition of
"depositing waste" as described in your information guide for water
licensing?    

The reason for these questions is firstly to make sure that this project
falls within the scope of your water licensing process and secondly that we
provide the appropriate information to allow your organization to assess the
project properly

I had called your office this morning and was told that you were away until
Monday.  Obviously this was too much information to put in a voice mail
message so I hope this message will be OK.  Please call me if you would
prefer to discuss this matter directly.  Otherwise I will finalize the
application and questionnaire (if required) as soon as I receive the reply
to this message.
