Hi Phil/Eva,

 

I just sent a record of conversation over to Phyllis to take a look at of our meeting this morning before it goes out to you both.  While I was preparing it, I was thinking more about the discussion we had about the sewage lagoon.

 

The NWB requires an engineer’s signature and stamp so that the design is qualified to meet the design objectives, discharge criteria etc.  Without a measurable qualifier, there is no way to ensure that the wastewater will be held in the sewage lagoon and treated to meet effluent quality requirements.  If there is a way within the process you described this morning (Contractor proposes a design and then the site engineer approves it before construction) for the site engineer to take responsibility for the design and qualify the design?  If there is, then I think we can work within the process you have been using, otherwise we will have to talk again about how to solve this.

 

Further to our discussion about liners for the sewage lagoon, I did agree with Colette Spanguolo’s general statement that a liner is probably not required for a lagoon to treat wastewater from a seasonal camp.   To further elaborate on that, depending on the granular material and construction methods a liner may or may not be required.  Again we are looking for a lagoon that will meet the effluent quality requirements, it is up to the engineer if a liner is required or not.
