It should be noted that Indian and Northern Affairs Canada (INAC) is not a proponent of the CAM-3 Clean Up Project. The proposed project is funded by the Department of National Defence (DND) and led by Defence Construction Canada (DCC). The intent of INAC's September 14, 2004 letter was to request from other federal departments for their declaration of involvement (responsible authorities/federal authorities) to the project, as required by the Federal Coordination Regulations under the Canadian Environmental Assessment Act. This request was conducted from an EA perspective. I note from your email dated Sept 30, 2004, that DFO is a likely FA to the project. As the proponent has requested for quarry permits on Crown Land, INAC's involvement will be that of a regulator. INAC's Land Administration Division has forwarded the project proposal to the Nunavut Impact Review Board (NIRB) for Screening. Should you have mitigation recommendations for the project, please forward them to the NIRB.
