In section 30, of the Supplementary Question, it says no treatment of the water will take place.  The only way to make the water safe is to filter/treat or boil it.

1.  The staff should be informed that no untreated water source can ever be considered safe.  If the water can't be boiled, then bleach should be made available.  Adding 6 drops of unscented, household bleach (4 to 6 percent chlorine) per 4.5L will improve the quality of the water.  Allow the water to sit for 30 minutes after bleach has been added.
