Hello Odile,
Phyllis Beaulieu asked me to reply to your email
regarding the Iqaluit water licence application for the North 40 gravel pit. The
City of Iqaluit applied for a separate licence to operate this site on May 20,
2005. In a letter dated June 20 (attached), the NWB told the City that their
application was incomplete and would not be processed until additional
information was submitted. The letter lists what is being required from the
City. We still have not received any of the information required to proceed with
the application. If and when we receive the information, the NWB will deem the
application complete and will then give public notice of the application The
notice will invite interested persons to make representations within 30 days of
that notice, after which the NWB will decide whether to approve the application,
and under what conditions. If the NWB receives submissions from the public
expressing valid concerns with respect to what the City wants to do, the NWB may
elect to hold a public hearing in Iqaluit to hear what the City has to say, as
well as the public. If no concerns are expressed, the NWB could proceed with the
approval of the application shortly after the 30-day notice is over. We will
