I don't think it would be fair to delay the process while waiting
for me to provide comments. It was my own oversight that resulted in my not
seeing this document until last week. No reason to penalize Tahera for my
mistakes. In any event, I've had a quick look at the plan and
for all intents and purposes, it looks fine. Furthermore, it has been
stamped and signed off by three engineers which fulfill INAC's most
basic of requirements.
Also, from what I understand, the tanks that Tahera is/was ferrying onto
the site for the short term, are vacuum-welded which precludes the need for
hydrostatic testing. For the long term, the tanks will be constructed in
July.
To be on the safe side, I sent the Fuel Farm plans to one of our
engineering consultants for them to have a quick look for any glaring omissions
but in the meantime, I see no reason why we need delay the company. Time really
is of essence at this point and they have a very narrow window of opportunity to
get their equipment marshaled into place.
I will fire off something more official as soon as I hear from our
engineers. If they do find anything to comment on, I suspect that it would
be of a very minor nature and something which could easily be addressed at the
construction phase this summer.
