My interpretation is that if Tahera no longer requires this licence because all the undertakings authorized under that licence are now authorized under the new licence, then you should apply for its cancelation as per s. 43(1)(c)(i) of the Nunavut Waters and Nunavut Surface Rights Tribunal Act, then request the refund of the security from DIAND as per s. 76(5) of the Act.
 
On the other hand, if you still need to keep the licence for your exploration activities -which seems to be the case, and the other components authorized being also authorized (and subject to security) in the new licence, then you should apply for its amendment, including for a reduction in security with the appropriate justification (i.e. showing that the new licence includes most if not all liabilities that were included in the original licence).

Phyllis wrote to me yesterday to enquire about our existing (i.e. the
one we had prior to the Jericho Mine License) water license for the
Jericho site.  As you know there is security attached to that to the
tune of about 900k that Tahera would like to have refunded to us.  I am
not clear on what the process is to do this - so I would ask that you
put some thought to this and let me know how this might be handled.

Technically speaking - yes we are - specifically for exploration
purposes.  However, I need to begin discussions with the NWB regarding
this particular Water License - specifically for the security dollars
that are attached to it.  As you know and will recall from the Jericho
Final Hearings we proposed utilizing the security in place for the 306
license as part of the security for the Jericho Mine license, but a
number of groups indicated that administratively that was not possible.
There is no doubt that the majority (if not all) of the security dollars
held in the 306 license are covered by the water license for the mine
and as such Tahera will want as much of the security deposit refunded as
possible. 

I am not clear on what the process will be doing this so perhaps you can
think about it and talk to Philippe and see what he thinks.  I would
like to begin this process as soon as possible.

As we intend to continue to conduct exploration work in the Jericho area
I think we will still need to keep the 306 license, but only for
exploration purposes, which would have little to no security
requirements.

I will also send an email to Philippe about this so that he begins
thinking about it as well.  Please let me know if you have any
questions.
