I am currently composing a letter
covering the catch-up on the monthly reports for water use as well as to address
several items on the letter of assignment dated April 13, 2007 from Dionne. In
advance of this, I thought it would be appropriate to send you and advance note
on some of the key items.
There was water use at the site in
February and March by Kinross when they opened the camp to have personnel on
site to receive fuel shipments. The consumption figures from Kinross
approximately 5,300, and 10,600 litres respectively for Feb and March. Wolfden
will cover the water use fees. There has been no discharge from the Tailings
Containment Facility or the Sewage Pond since site was shut down in October;
therefore, the site remains at the same status that it was left by
Kinross.
We have no intentions to open the
camp this year. We are currently assessing the feasibility of resuming
commercial production in the future, however have no firm plans or time table
for reopening at this time. The assessment is a records review only and does not
require us to be on site. Occasional visits and inspections may occur from time
to time, however they will be facilitated through our camp at
We are currently reviewing the
information that we recovered from the site with respect to Kinross’s Spill
Contingency Plan. Our intentions are to submit a revised plan that follows the
previous plan substantially in the short term and take the opportunity over the
summer months to inspect the site and gather more current information on the
storage locations of hazardous goods, etc. to develop a more up to date plan,
which would be submitted with our 2007 annual report. We will be requesting an
extension to August 13th to allow us to compose the first plan, since
we don’t think that we have had enough time to appraise all of the information
that came in from Kinross. It was a considerable volume of paper and electronic
files and it is taking longer than we had anticipated to sort out what is
current and useful, what was superseded, etc.
It is our intention to adopt the
Abandonment and Restoration (A&R Plan) that was prepared in 2004 and
submitted for review in 2005 by Kinross as the working plan for the site. We
will be assessing the contents of this plan in terms of our intention to keep
the site under a Type A water license to allow for future resumption of
commercial production at the site and submit an appropriate plan either with the
license renewal application or with the 2007 annual report as is customary for
sustained operations.
There are a couple of other details
that will be going into the letter, but the above items are the most substantial
pieces of information that will be conveyed. I expect to have a final version to
you by the end of next week. In the meantime, if you could consider the
extension of time for the SPC and the adoption of the Kinross A&R Plan in
respect of the conditions in the Board’s letter of April 13, 2007, I would
appreciate it.
