 Re: Echo Bay Mines Ltd.; Lupin Gold Mine, Contwoyto Lake, NU; Water
 Licence NWB1LUP0008; Revision to approved Spill Contingency Plan
 
 As per your letter of January 7th, 2004, requiring a revision to the
 Lupin Contingency Plan within 60 days of that date, please accept the
 attached electronic file of the 2004 Lupin Contingency Plan.  As you are
 aware, Lupin has resumed mining operations and is no longer on Care and
 Maintenance.  The document has been revised and updated to reflect the
 continuing mining scenario.  A hard copy of the Contingency Plan will be
 mailed to your attention later this week. I hope that the pdf version
 will suffice until then.
