Subject: 2005 Lupin TCA A&R Plan

Phyllis - 

As stated in my letter of June 8, 2005 to the Nunavut Water Board,
regarding the 2004 Final Abandonment and Restoration Plan for the Lupin
Mine, Kinross Gold Corporation (KGC) on behalf of Echo Bay Mines
Limited, hereby submits an abandonment and restoration plan that deals
specifically with the Lupin Tailings Containment Area (TCA).

We feel that the comments forwarded by the parties who provided input
to the previous submission have been addressed in this revised document
and request your approval to proceed with the A & R activities in the
TCA as described.

Appendices 2, 3 and 4 are common with the previously submitted document
and  2005 Lupin TCA A&R Plan.  Since you already have printed and
electronic copies of these Appendices, they are not included in this
email but should be considered part of the submission.
