This is in response to your letter dated July 4, 2005 to Doug Winzar.  Mr Winzar has asked me to respond in my capacity as Safety, Health and Environment Systems Coordinator.

 

The documents referred to in your letter (Operating Procedure 031 – Spills Procedure and Operating Procedure 018 – Abandonment of Exploration Activity) were most recently revised in 2004 and are designed to be generic documents that can be used throughout the company as a basis for site specific procedures. These were previously sent to the NWB for reference.

 

Mr. Winzar has submitted to you a detailed appendix to the application that addresses the majority of the issues raised in the two letters dated June 25, 2002. Please note that the site these letters refer to has been dismantled.

 

All spills will be reported as per section 4 of the appendix.  To assist with this item I have included a spill reporting checklist specific to the Baffin project.  Appropriate telephone numbers have been included in this checklist. I have also included a new site map that includes locations of spill kits.

 

As per section 8 of the application, we use little in the form of chemicals and do not expect to generate any hazardous waste.  Any hazardous waste which may be generated will be disposed of inline with all territorial and federal requirements.

 

I have included a copy of the spill plan and reporting forms for your review.

 

When the site is closed for the year all fuel is drained from machinery, heating units are disconnected and the site is secured.  No fuel storage areas will be abandoned but small quantities may be left in place during the winter months. Any releases during the project are dealt with immediately and reported to the appropriate authorities.
