In response to comments from the Department of the Environment and INAC for De Beers Canada Inc.’s application NWB2BE-BAFand NWB2BE-PCD please see the following items to address the recommendations:

 

Concerns raised regarding the Spill Contingency Plan:

 

Attached are revised copies of the Plan (OP 064)

 

 

Department of the Environment:

 

Concern:  Location of fuel drums.   Attached is a copy of our Petroleum Product Handling Procedure (OP 030) which addresses specifies storage distance from a water body in the General Requirements Section as well as regular inspections.  The Daily and Weekly Camp Inspection Checklists (CL 006 & CL 013) which provide from regular inspections of fuel caches are also attached.

 

Concern:  Manifesting of Hazardous Waste.  Attached is a copy of our Waste Disposal Procedure (OP 022) which addresses shipments of hazardous/subject waste.

 

Concern – Drill hole close out and final inspection– Attached is a copy our procedure for Environmental Protection for Surface Drilling Programs (OP 017), Abandonment of Exploration Activity, (OP 018), Environmental Protection at Campsites (OP 009), Baffin Island Restoration Plan (OP 070) and Drill Hole Close out Checklist (CL 033)

 

Concerns raised by INAC

 

Concern: Camp Operation – raking of ashes.  Attached is a copy of the procedure for Burn Pits (OP 131) which addresses this.

 

Concern:  Backfilling – Attached is the procedure for Environmental Protection at Campsites (OP 009) which addresses this.

Concern:  Drill Water – Attached is a copy of our procedure for the Use and Handling of Water during Exploration Activities (OP 028)

Concern:  Penetration of permafrost – Attached is a copy of our procedure for Environmental Protection Measures for Surface Drilling Programs (OP 017)

Concern:  Seasonal and Final AR Procedures - Attached is a copy our procedure for Environmental Protection for Surface Drilling Programs (OP 017), Abandonment of Exploration Activity, (OP 018), Environmental Protection at Campsites (OP 009), Baffin Island Restoration Plan (OP 070) and Drill Hole Close out Checklist (CL 033)
