Dear Mr. Andersen;
 
With regard to the application that was submitted by Pure Gold Minerals Inc. to the NWB for the Cygnet Lake Area (North James River Property on August 11, 2004, file NWB2CYG,  the NWB is requesting additional information to distribute for review and comment with the original application. 
 
For the purpose of expediting the application, the submitted documents were deemed administratively complete, however the information submitted for the Spill Contingency Plan and the Abandonment and Restoration Plan were technically insufficient as far as meeting minimum requirements for the plans. The LUP application submitted along with the NWB Licence application made note of an appendix E and F for reference to A&R and SPill Plans, however none were included.
 
In order to move along as quickly as possible with the review, I would like to request that these two documents be submitted as soon as feasibly possible so that they may be included in the distribution prior to the close of the review period.
 
I have attached two documents from the public record that are representative of the information that is required. These should give a "typical template" with which to prepare the necessary documents for the Cygnet Lake camp and drilling program.  The A&R Plan and the Spill Plan are required to be stand alone documents and therefor include all the necessary information typical of a seperate document; ie sections describing the project, scope, location, purpose, and other specific components.
 
Prior to submitting this Spill Contingency Plan in particular, you may wish to take a few moments and review the Plan to confirm that the necessary information is contained. It should include, but not be limited to the following;
 
-name and address of person in charge;
-name/title/24 hour contace number of person responsible;
-location/size/capacity of fuel/chemical storage areas;
-Types/amounts of products, inventory;
-site map showing location of facilities (camp, fuel storage, drill location);
-outline of the steps to report/contian/cleanup and respond to a spill;
-How the plan is to be activated;
-a description of the training that is provided to personnel responsible;
-an Inventory/location of spill response equipment/supplies(spill kits on site and their capacity/contents);
-a copy of the NWT Spill Report Form;
-emergency contact numbers; including the DIAND water resources Inspector at 867-979-4298;
-up-to-date MSDS's including CaCl which has been designated by Env. Can. as a toxic substance under CEPA and must be handled as such;
