Good afternoon Erik,
 
just thought I'd let you know that the Water licence for the North James River Property, Cygnet Lake, should be approved by the Board early next week and issued.
 
The comments received on the application are available for your information on the ftp site at

Missing during the reveiw period was the requirement for a Spill Contingency Plan and an Abandonment and Restoration Plan.  These were recieved from Pure Gold Minerals Inc. on September 27, 2004.  The absence of the Plans was noted in the comments. 
 
In conducting an initial review of the two documents submitted, it has been determined that they are generally complete and that the issuing of the Licence should not be held up for another 30 days for review of the Plans by interested persons.  The Licence has included conditions to submit the Plans within 30 days (which you have already done) to be approved by the Board.
 
These Plans will be submitted for the usual 30 comment period.  Prior to these plans being distributed for reveiw and comment, there is additional information that is required to complete the plans and possibly not have to require an addendum following the reveiw.  If you could submit this information as either an addendum to the plans already submitted, or preferably in the case of the Spill Contingency Plan, revise the Plan to include the information so it may be all submitted within one document.
 
These include:
 
For the Spill Contingency Plan
1) a location map of the camp and if possible the drill sites, showing the fuel and hazardous materials storage locations along with the location of spill kits and supplies for emergency access
2) The EnvCan contact number in Iqaluit in the case of reporting spills and possibly requiring assistance; 867.975.4644 
3) Page 5 of the Plan, section 6 indicates the requirement for a report to be filed within 30 days; this should be to the Water Resources Inspector in Iqaluit.  This requirement should also be indicated under section 8, Reporting.
4) Section 9 indicates that the only spill kit available with be at the fuel cache; will this be the same spill kit accessed if there is a problem at the drill site, or is there a spill kit located with the drill?
5) a list of materials was provided in the Spill Plan, however the Material Safety Data Sheets need to be included with the Plan as well for reference on site.  These need to be up-to-date data sheets (ie within 3 years of production or revision date).
 
For the A&R Plan,
1) a map indicating the facilities on site and drill locations (sumps) for reference once restoration activities are completed (including any progressive restoration that may take place).
 
other comments included the recommendation to use an approved incinerator for combustable materials on site.  If a commercially available unit is not accessible, an alternative is the "burn barrel" design suggested by INAC for camps of 10 persons or less. As INAC had not submitted comments on the project, I have attached a portion of a reveiw of another  licence application that contains this information, plus other general INAC guidlines for mineral exploration properties. I hope this information is of assistance.
