As I am sure you know, recent reports have shown alarming declines in the population of this important herd. There is a likely connection between mineral development in the area and the drop in caribou numbers. Although this link may not be established with 100% scientific certainty, we should apply the precautionary principle and not take risks that endanger something this important. The importance of caribou to northern Canada's culture and heritage cannot be overestimated. There is likely no single animal in the country that continues to play as important a role in communities and livelihoods across different cultures as the caribou does. It represents far more than simply a wildlife conservation issue: it is also an issue of strengthening communities and cultural heritage. I am presently working for an environmental organization (IUCN) in Hanoi, Vietnam, so I am far from my home in Canada. However, I have spent much time traveling through the north, and it is a place that remains very close to me. I believe that in this instance, the economic gains that can be made from uranium development in the area are dwarfed by what we risk to lose. Thank you for your time and consideration, Tim Holland
