I am not opposed to all development. Nonetheless, I do not believe it is appropriate to approve this application considering the large declines that scientist's have documented in the Beverly herd and the uncertainty surrounding those declines. I think that approving this application would be a large and embarrassing mistake. I strongly believe that Canadians in the north and the south would not approve of mineral development within crucial calving habitat of a struggling herd. The caribou is a powerful icon in our nation's culture. It is also a public resource that should not be risked for the sake of private enterprise. It is important that we make sound decisions to ensure that caribou continue to thrive AND that government is known by all Canadians as competent and compassionate managers of one of our most treasured wildlife resources. I have travelled in Nunavut by canoe over three summers and have been fortunate enough to encounter some magnificent herds on those trips. Please deny Urvan Mineral's application and help to ensure that other Canadians will be as fortunate as I have been to experience this remarkable spectacle of nature. With great respect, Tim Irvin BSc
