This herd has been in many ways an essential part of the landscape and life cycle for untold generations. I believe it in incumbent that you take immediate action to prevent this pending tragedy. In particular, as a first step it is absolutely necessary to protect the calving grounds from any further development. This decision to protect the calving grounds, or not, will certainly go a long way in determining the fate of the herd.
