Thanks for the clarification. As for our interest in the Madrid property (Windy Lake - Naartok) intensify, hence our long term strategic changes : Miramar's objective is to build an "intermediate" gold production profile through the sequential development of its Arctic gold assets. The planned goals in the implementation of this strategy include: 1. Development of a mine at Doris North to commence production as expeditiously as possible, generating cash flow to pay for the mining infrastructure and to fund the continued exploration and development of the Hope Bay belt. 2. Demonstrate the potential of the upper portions of the Boston deposit to support an extended operating life; 3. Determine the potential for an expanded production scenario through the development of a large scale mining operation at Madrid; 4. Advance the Back River project to identify further production opportunities; 5. Continue the exploration programs at Hope Bay to expand the known deposits, such as Boston to depth and Madrid, and to discover new deposits to support a sustained intermediate production profile, while conducting grassroots exploration in cooperation with strategic partners. Miramar's goal is to have one infrastructure centre for the entire Hope Bay belt, minimizing the environmental impact by reducing the project footprint, minimizing capital requirements and optimizing the return on future development areas. With this in mind, I would like to drive our environmental performance through an EMS process and be proactive in identifying various aspects and associated impacts as a result either directly or indirect relating to our presence being in the area. Our goal for this project is do some drilling underground at this property to provide us with enough information to bring the current findings into a resource, of which we could be able to turn the project into a viable mine. I am trying to introduce risk assessment (both safety & environmental) from the very beginning of the project through to Closure phase of the whole program along the belt. It's something that I feel strongly about. thanks for all the information...matt ________________________________ From: Dionne Filiatrault [mailto:srtech@nwb.nunavut.ca] Sent: Tue 16/11/2004 3:34 PM To: Kawei, Matthew Cc: 'David Hohnstein'; Phyllis Beaulieu (Phyllis Beaulieu) Subject: RE: Advanced Exploration Hi Matthew Sorry, sometime I get so abbreviated in my response. Initial AR means a preliminary Abandonment and Restoration Plan. On your second point, couple things I will need to clarify with respect to the project is whether or not it would be classified as a Type A or Type B application if it's type A it is subject to screening by the NIRB. You should check the reg's as will I but not knowing the exact scope of your request it's difficult to say (ie depends on milling rate). As for the NIRB process/decision on the Doris project and how it will effect this project. I can't say at this point until and application is filed because a NWB Board decision etc depends upon the nature/scope of the application and comments obtained through the public review process. Hope this helps a little. If you need anything else let us know. I am very greatfull for the information that you have provided us with. * As for your Point 6; what does initial AR means? Just gone off my brain right now. * Secondly, will our current submission for Doris North and the board decision have a bearing on this submission? I am currently putting together a frame work on how we would achieve your requirements, something that I learnt from reading your responses to Doris North submissions. thanks and best regards..matt ________________________________ From: Dionne Filiatrault [mailto:srtech@nwb.nunavut.ca] Sent: Tue 16/11/2004 2:47 PM To: Kawei, Matthew Cc: 'Philippe di Pizzo'; 'David Hohnstein'; Phyllis Beaulieu (Phyllis Beaulieu); tonuf1@arctic.ca Subject: Advanced Exploration Hi Matthew, It's my understanding from Phyllis Beaulieu, NWB License Administrator that you had questions on submission requirements for moving a project from exploration phase to advanced exploration phase (this means bulk sampling and not full scale mine development). At a minimum you need to file with the Board the following: 1. An application form w/$30 (Payment made to: Receiver General for Canada), 2. Executive summary of project in English and Inuktitut (possibly in Innuinaktun as well if project impacts Cambridge Bay and westward); 3. Supplemental Questionnaire for "Advanced Exploration" and any other details found in Section 6(2) of the NWT Water Regulations as they apply to your proposal if not covered off under the questionnaire. 4. Summary of Baseline work completed to date (NWB may request info at later date) and detailed overview/plan for work to be undertaken i.e. ARD assessment work, Mine water drainage minimization/treatment plan. 5. Revised Spill Contingency Plan for the project site 6. Revised AR plan in accordance with NWB guidelines including a cost estimate for full cost recovery based on 3rd party undertaking work. Note: forms/questionnaires/guidelines can be found on NWB ftp site.
