Good afternoon Scott,
further to our telephone conversation this morning, I had a chance to talk with Dionne regarding the Windy Camp sewage treatment and the problems you were having with the outfall pipeline.  The suggestion was that Miramar should first contact the Inspector (probably Scott Stewart) and inform him of what the status is and your intentions for repairs and dealing with the water flows.  As it is final effluent that you are dealing with, it is probably more of a public health concern than a NWB concern, and the Inspector would be in more of a position to determine whether the situation should be handled as a "spill" or monitor and repair asap. 
 
If you send the Inspector a note on the situation, could you please copy the NWB for our files. Please direct the correspondence to our licensing administrator, Phyllis Beaulieu.
