This is to acknowledge that the Document entitled "Rainbow Project Fuel Management and Spill Response Plan-Aug04" was received and will be included in the application file for the Rainbow Project - NWB2RAI0406.  Upon initial review, it appears that the document is sufficient to proceed with the Licence issuing process.  Once the review is completed and providing that there is no further information requirements at this time, the Licence will be put before the Board for approval.
 
My apologies if you did not receive my original request directly.  There were several email addresses included with the application and questionnaire. Along with Matt Rees, an email address was used for yourself at Falconbridge.com as indicated in the application.  Falconbridge Ltd. is also listed as the "Applicant/Licensee".  The information on record indicates that the Licence will be issued to Falconbridge Ltd., could you please confirm that this is correct and should be issued as is.

Dear Sirs;

 

With regard to the application that was submitted to the NWB for the Rainbow Project on May 19, 2004, the NWB has completed its review and closed the comment period on the application as of the end of July.  The final information was received from the NPC on a conformity review on August 5, 2004.

 

The review/comment period failed to identify that within the application questionnaire, Question 23, Falconbridge Ltd. had indicated that a Spill Contingency Plan, "modified for specific locale, including emergency contact numbers and authorities" was attached with the application.  The Plan that was received however is a PDAC 2002-2003 copyrighted document on Spill Management from their E3 Best Practice Guidelines and is not a project specific document as described.

 

Could you please forward the document referred to in the questionnaire complete with the locale specific information so that the application process can be completed and the Licence placed before the Board for approval.  Prior to submitting this Spill Contingency Plan, you may wish to take a few moments and review the Plan to confirm that the necessary information is contianed and should include, but not be limited to the following;

 

-name and address of person in charge;

-name/title/24 hour contace number of person responsible;

-location/size/capacity of fuel/chemical storage areas;

-Types/amounts of products, inventory;

-site map showing location of facilities (camp, fuel storage, drill location);

-outline of the steps to report/contian/cleanup and respond to a spill;

-How the plan is to be activated;

-a description of the training that is provided to personnel responsible;

-an Inventory/location of spill response equipment/supplies(spill kits on site and their capacity/contents);

-a copy of the NWT Spill Report Form;

-emergency contact numbers; including the DIAND water resources Inspector at 867-979-4298;

-up-to-date MSDS's including CaCl which has been designated by Env. Can. as a toxic substance under CEPA and must be handled as such;
