Our Board will need to know when you are able to provide the information as requested in our original correspondence dated December 17, 2013 in order to permit a proper screening of the project proposal. It is in GN-CGS and Stantec’s best interest to cure the deficiencies in a timely manner. Failure to address the deficiencies before the NIRB resumes the screening process may result in GN-CGS’s project proposal being returned for clarification in accordance with the Nunavut Land Claims Agreement (NLCA) Section 12.4.4(c). If GN-CGS determines that the time required to supply the required information is significantly greater than 1 week, the Board requests written notification and an anticipated date be submitted prior to February 21, 2014. If no further information or notification is received by the Board before February 21, 2014 the NIRB shall resume the screening process at GN- CGS’s own risk. If you require additional time (as you’ve indicated in the email below), please let me know as soon as possible as I do know this deadline falls over the holidays and we are organizing our work accordingly. If possible, could you provide me with an estimate date of when your office would be able to provide the NIRB with the requested information. Further, the information that we are requesting is for the EA process and is not part of the NWB process. As far as I know it is not being requested for the pre-hearing conference that is upcoming in January but we, the NIRB, is requesting this information in order to commence the screening (EA) of this proposed amendment. I’m not sure what the NWB is requesting of your office for the pre-hearing conference for the licencing phase. The NIRB and NWB are sister boards but we each have to conduct our own processes (EA and water licencing) and will be conducting it separately. I think the confusion that might be occurring is that the NIRB usually conducts the EA first followed by the NWB. In this case, the NWB has commenced its process ahead of the NIRB.
