Hi Phyllis,

I'm working on a story about the city's new water treatment facility.

Could you summarize for me where the city and the NWB stand on its
water license application?

Was it necessary to improve the water treatment facility in order to
one day get a license?

And - the city's been operating without a license for five years now. 
What sort of penalties do they face? If any? Have they been waived and
why?

I guess I just don't understand how the city can operate these water
services without a license.
