Good day Martin, I'm hoping you can help me
out with the following:
The NWB has been entertaining an application from
Mr. Alex McPherson for the renewal of Licence NWB2BUR0305 since his initial
inquiry and submission back I believe, in April of this year. The
Licence expiry is the end of December 2005. During the licence term, the
requirement to submit an adequate Spill Contingency Plan and an
Abandonment and Reclamation Plan have not been met. With Licence
renewals, the NWB has taken a firm stand on having these documents on file
prior to issuance of the renewal.
Mr. McPherson has, on a number of occasions
indicated that Matrix Aviation would be the contractor to be setting up his
camp etc. and that they are fully aware of, can and will meet the requirements
for the Licence. He had submitted a spill plan, but it was an appendix
from some other document (prepared by EBA). This, unfortunately still does not
satisfy the terms and conditions of the Licence to have these plans in place
and to have a site specific plan.
If you are indeed to be carrying out the work for
Mr. McPherson, would you be able to contact him and propose to prepare and
submit the two plans on his behalf? Perhaps Mr. Ken Weagle of EBA may be
able to assist as well? The Licence recently that you have
been involved with that may have applicable plans which could be adapted to
this Licence renewal is the Coronation Minerals Licence NWB2KUG0507 with
respect to the Spill Contingency Plan. The A&R Plan was
prepared by EBA but could easily be adapted to the BUR Licence. The
SCP is requiring additional information, but much just with respect to
site specific additions. These documents are public so they could
be used as reference materials for preparing the plans.
I understand from the application that drilling
may, some day, be part of the exploration program. This would have to be
taken into account within the two plans as well. Mr. McPherson has
indicated that Major Drilling would be the contractor if this should
materialize however it shouldn't matter who the drill contractor is, as long
as Spill information is included (ie Spill kits at all drill sites, fuel
caches for the drills, cleanup procedures etc.) and Abandonment and
Restoration information is included for the drill sites.
