I apologize if it feels like we’re going in circles at times; your project was somewhat unique as we weren’t sure what authorizations you would require to conduct the activities. The general process is as follows: Step 1. A Proponent applies to all applicable authorizing agencies (AA’s) for different permits and licenses. In the case of the Resolute Bay proposal, it now appears that it will or may require: · Nunavut Research Institute (NRI) License · Government of Nunavut - Community & Government Services (CGS) - Airports Division Permit · Nunavut Water Board (NWB) License (When we received your proposal (NIRB form) and sent the “Hold for NPC” letter, we were additionally trying to scope out and assist in determining all possible authorizations). Step 2. The AA’s forward the respective applications to the Nunavut Planning Commission (NPC). Step 3. NPC conducts their conformity review and alerts all AA’s when it is complete and forwards the determination to NIRB to commence screening. Step 4 At this point we determine if the application is complete (and request any forms or additional information) and start the Part 4 Screening process (up to 45 days). As you can imagine, some of these steps don’t always happen sequentially, and this is where the confusion arises. That said, one application with NPC conformity is enough for NIRB to get started recognizing that more applications may follow. Once Mosha gets the application to NPC and we receive confirmation of a positive conformity determination, we will start! I’ve also had difficulty reaching someone in the Airports Division; in addition to the number Brian gave you, Margo Simik is the contact I have listed as acting in the Airports Division of GN (msimik@gov.nu.ca). He has a summary of the project and will request a formal application after he has reviewed to summary (determined we need a permit). I've also contacted Brian Agulkark who has directed me to the Community Government Services Department (see below). I'm currently trying to contact someone there. Are these the last two concerns before the project can underdo a NIRB review? They will be in a better position to answer your question. I do not have a contact name within that department, but am confident some at that number will be able to assist you. Now, if your project proposal does require a water permit, the NWB will forward any documentation you submit to the NWB, that is when the NPC process would be initiated.
