I'll do quick PTR, so we can these out to distribution by weeks end. Nothing like doing endless amendments on licenses that we've already issued, eh? Sigh.. Jim ----- Original Message ----- From: "Cheng, Sam" To: Cc: "Bazinet, Eric" ; "Thomson, Barb" ; "Morin, Richard" ; "Martin, Dennis" Sent: Tuesday, March 16, 2004 7:33 AM Subject: Request for Licence Condition Amendments Hi Jim: References: a) Water Licence NBW6DYE0409 - Type "B" b) Water Licence NBW6FOD0409 - Type "B" c) Water Licence NWB6SHE0409 - Type "B" d) Water Licence NWB6BAF0409 - Type "B" Further to our telephone conversation on the referenced licences last Friday, 12 March 04, Nasittuq would wish to request an amendment on the following two conditions governing our NWB licences (ALL 4 stations). 1. Quantity of Water Not to be Exceeded 10 CUBIC METERS DAILY The 10 cubic meters of daily water consumption at the 4 locations expressed in the NWSO/Nasittuq licence applications was a normalized value. The quantity of water consumed at these sites is significantly below the 10 cubic meter value on a yearly basis. However, as the permit stipulation is expressed as 'Daily', the water usage during the peak activity season in summer may exceed the stipulated quantity of 10 CUBIC METERS on a given day. This may be construed as a permit violation. For reason of technicality , we would respectfully request, for your consideration that the unit of the water consumption rate be expressed as 'ANNUALLY' instead of 'DAILY' For your information all of the 4 stations licenced are unmanned. Therefore NO water consumption takes place at these stations during 10 months of every year. 2 Licence PART D: CONDITIONS APPLYING TO WASTE DISPOSAL, Para. 5 "The Licencee shall manage all sewage through the use of Incinolet toilets, and dispose of all resulting ash in the approved on-site landfill facility" The use of Incinolet at the 4 licenced stations as expressed in the NWSO/Nasittuq licence applications was considered adequate in supporting the normal site (unmanned) activities for the most part of the year. However, unplanned or unanticipated activities may exceed the capacity of the incinolets. Consequently, occasional use of the existing sewage facility may be required to handle the additional loads. The use of the sewage facility is considered transitory and infrequent, however. Consequently, we would request that the licence condition be amended to include the occasional use of the existing sewage facility at the 4 stations. For your information, the sewage facility at the 4 stations licensed are pre-existing facilities. The outfalls of the sewage facility at these stations are not adjacent to or in the immediate proximity to any water bodies or valued environmental components. As well, the sewage outfall at these stations are inspected and monitored annually for erosion and damage. Please refer to the attached site plans depicting the respective sewage outfalls at these stations. <> <> <> <> We would be grateful if you could kindly review our request on this subject.
