Good morning Mr. Wall,

As you are aware we received the DFO authorisation, (in a form of Letter of Advice dated September 16, 2004), to proceed with the repair of the Duval River Bridge.

On September 21 we forwarded to your office an application for Water Licence by both email and courier.  We hope you received it. 

At this time we need your advice on whether and when the NWB intents to authorise the work.  We would like to remind you that the repair is critical for the stability of the bridge and failing to complete it this fall will most likely lead to collapsing of the bridge during the next spring break up.  Also, every snowfall in Pangnirtung reduces the opportunity for the contractor to complete a quality repair, and if a major snowfall occurs this opportunity will be eliminated altogether.  According to the local contractor, Pangnirtung gets the first big snowstorm of the year around mid October.

Awaiting your authorisation we have already instructed the contractor to stockpile the required amount of boulders in the vicinity of the bridge.
